Harbor Health has completed the acquisition of Village Medical's 27 Houston-area clinics, integrating the network directly into its care model and positioning the facilities as primary care hubs for members enrolled in Harbor's health plans, which carry no deductible requirements.
The move consolidates medical care and insurance coverage under a single organization, a structure increasingly favored by value-based care operators seeking to align clinical incentives with cost management. By owning the clinic network outright, Harbor can direct patient care while controlling the financial risk typically split between insurers and provider groups.

Open enrollment for individual and family plans is scheduled to begin November 1, according to the company. Large-group employer plans will also become available statewide across Texas on the same date, expanding Harbor's footprint beyond the Houston metropolitan market.
