Bravo Capital Expands Into Build-to-Rent Financing Under New HUD Rules
New HUD guidance opens two major mortgage programs to single-family rental communities, and Bravo Capital is moving quickly to capitalize.
Bravo Capital, a privately held commercial real estate financing firm based in New York, announced it is now offering financing for build-to-rent communities following updated federal guidance that broadens eligibility under two long-established HUD mortgage programs.
The policy shift stems from HUD Mortgagee Letter 2026-12, which extends the agency's 221(d)(4) and 223(f) programs to cover communities composed of detached single-family homes, duplexes, and triplexes. Previously, those programs were primarily associated with traditional multifamily apartment developments, making the expansion a meaningful change for the single-family rental sector.

The move reflects growing institutional interest in purpose-built rental housing as a distinct asset class. Build-to-rent communities — subdivisions constructed specifically for long-term tenants rather than for-sale buyers — have attracted significant capital in recent years as housing affordability constraints push more households toward renting. Access to HUD-backed financing, which typically offers longer terms and lower rates than conventional commercial loans, could accelerate development activity in this space.
By aligning its lending platform with the new HUD guidance, Bravo Capital positions itself to serve developers and investors seeking government-backed debt for projects that previously fell outside eligible program structures. The 221(d)(4) program supports new construction and substantial rehabilitation, while the 223(f) program applies to the acquisition or refinancing of existing properties, giving borrowers flexibility depending on their project stage.
